Executive Director

Martin Tan

Martin Tan is the Executive Director of ISL. He is the Co-Founder and former Executive Director of Halogen Foundation Singapore, an Institute of Public Character that is committed to youth leadership development in Singapore and the region which Martin founded in 2003. As a leadership development practitioner and motivational speaker, Martin has conducted programs for youth, NGO and corporate leaders in Afghanistan, Australia, Bhutan, Hong Kong, India, New Zealand, Philippines, Singapore and the USA. He is a Master Facilitator for The Leadership Challenge and The Student Leadership and certified facilitator of the Birkman Method. Martin is the author of Youth Sector Organisation: Starters Kit and in 2013, Martin was conferred the Singapore Youth Award, Singapore’s highest accolade for youth.

Assistant Director - Content & Media

Donna Cheng

Donna Cheng is Assistant Director for Content and Media at ISL. With a strong background in journalism and strategic communications, Donna was a content strategist and writer for 10 years after she left radio to dedicate more time to being a parent, friend and life coach to her sons in 2006. Donna’s career in broadcasting kickstarted with a full overseas scholarship from MediaCorp. Donna thrived as a journalist, a producer and presenter of live forums and talkshows with politicians, foreign dignitaries, arts and business practitioners, before becoming Assistant Programme Director at 938LIVE. Donna was instrumental in rebranding Singapore’s only news and current affairs radio station. Her love for strategic communications began while working at Singapore’s largest local Public Relations consultancy prior to her career in broadcasting. Donna graduated with an Honours degree in Sociology and a degree in Communications from Monash University, Australia

Head of Research

Dr. Tay Wan Ying

Wan Ying is the Head of Research at ISL. Prior to joining ISL, she worked in the public education sector where she served in various postings. Upon return to Singapore from her MSc and DPhil studies at the University of Oxford, she taught and researched on topics such as learning through collaboration and teachers’ professional learning communities. Wan Ying’s doctoral study examines how online communities develop and how learning takes place in the virtual environment, which led to her first encounter with organizational learning and management studies literature. Over the years, her interest in leadership studies grew, particularly in values-based leadership and socio-cultural factors influencing the emergence and sustainability of not-for-profit organisations. Her current position at ISL enables her to work towards advancing knowledge in this area as well as other related topics.

   

Admin Manager

Junn Tan

Junn Tan is the Administration Manager of ISL. She has over 10 years of experience in accounting, finance, operations and events management. She focused on setting up internal systems and procedures at Halogen Foundation and also manages the Foundation’s human resource, finance and operation needs. In addition, she also manages all the Foundation’s flagship leadership events for more than 30,000 principals, teachers, parents and students. Prior to joining ISL, Junn was a consultant at a Learning and Consultancy Company, where she did account and project management, working with the team to bring customized programmes to meet the clients’ training needs. Junn holds a first class Honours in Bachelor of Science in Business and Management Studies from Bradford University. A mother of 2 lovely children, Elizabeth and Victoria, Junn finds great satisfaction in helping them reach their full potential based on their unique gifts and talents.

Manager - Content & Media

Azlinda Said

Azlinda Said is Manager for Content and Media at ISL. She has almost two decades of experience in news and lifestyle journalism, ranging from broadcast to print and digital, as well as client servicing. Azlinda's work has taken her to various places and led her to meet and interact with people from all walks of life – politicians, artistes, healthcare practitioners, chefs, life coaches and your average Joes. She has worked on several book projects, both with private publishers and government agencies like MCCY, and isn’t fazed by tight deadlines and a pressure-cooker environment. Azlinda also has experience in public relations and events management, and her latest foray into social media marketing and strategy will hopefully turn her into an (almost) all-rounder comms expert.

Video Producer

Lim Seng Jueh

As a video producer at ISL, Seng Jueh oversees the visual aspects of the institute’s initiatives. He is in charge of producing and planning for a variety of interviews and documentaries within South East Asia, not limited to 'Digital Narrative of Asia' (DNA), 'Catalyst Asia' (CA), 'SEAGULL', etc. He also works on marketing content such as print media and social media marketing to further expand ISL's outreach to a wider spectrum. With a B.A (First Class Honours) in Communications Design from Glasgow School of Arts, in Singapore Institute of Technology, and a Diploma in Interactive Digital Media from Republic Polytechnic, Seng Jueh translates his passion and expertise in filmmaking, photography, and design into ISL's events and programmes. He aims to advocate ISL's mission through filmmaking and in turn help young adults realise their potential and inform the world of an alternate perspective.
